    Current Casino Laws

In the Midwest, Indiana has one of the more established local casino markets, offering a broader mix of regulated gaming than many neighboring states. Casino gambling is legal, but operators must comply with a detailed statutory and regulatory framework overseen primarily by the Indiana Gaming Commission (IGC).

The modern market dates to 1993, when lawmakers authorized riverboat gambling. Since then, the state has steadily modernized its gaming laws, moving beyond the original riverboat model to allow dockside gaming, qualifying land-based casinos, real-money gaming at horse-racing tracks, and both retail and online sports wagering. These changes have transformed what began as a limited riverboat industry into a diverse regulated gambling market.

    Indiana’s Gambling Age

Players generally must be 21 or older to participate in gambling in the state. That applies to regulated casino gaming as well as Indiana's legal sports-wagering market.

Operators are subject to IGC rules concerning access to gaming areas, identification, surveillance, responsible gambling and excluded patrons.

The state also maintains exclusion procedures that can prohibit certain individuals from entering casinos. The IGC has cited IC 4-33-4-7 and IC 4-35-4-9, along with Title 68 of the state’s Administrative Code, as authority related to casino exclusions.

    Who Regulates IN Casinos?

The Indiana Gaming Commission is the principal regulator for commercial casino gambling.

Its authority originates primarily from the 1993 Riverboat Gambling Act. The original legislation created a bipartisan seven-member commission and gave it responsibility for licensing and regulating operators and related gaming businesses.

Today, the regulatory framework consists primarily of the IN Code plus Title 68 of the Administrative Code, which contains more detailed rules covering casino operations, licensing, games, internal controls and other regulatory requirements.

    What Casino Games Are Legal?

Licensed state-regulated casinos can offer a broad range of traditional games, including slot machines, blackjack, roulette, craps, baccarat and poker, subject to IGC authorization and rules.

The regulatory definition of a "game" under 68 IAC 1-1-40 is deliberately broad and encompasses wagering activities played with cards, chips, dice and electronic devices. This allows the IGC to regulate both traditional table games and electronic casino products without requiring the legislature to separately legalize every individual game.

Online games are treated differently. State law does not currently authorize regulated real-money online casinos, meaning local operators cannot offer internet slots, blackjack, roulette, or similar iGaming products under an IGC license. Offshore casino sites currently accept players from the state, but these platforms operate outside the state-regulated market and are not licensed by the IGC. Are Online Casinos Legal?

The state has not authorized state-regulated real-money online casino gaming. There is currently no Indiana equivalent of the regulated iGaming markets found in Michigan, Pennsylvania or New Jersey.

However, offshore sites have been accepting players from the Hoosier state for over a decade and have become the most trusted source for many players. Below are our top picks for online IN casinos for 2026. Each site we recommend holds legal licensing, offer expanded gaming libraries, and often accepts digital assets such as Bitcoin, Litecoin, and other popular altcoins in addition to traditional banking options.
